State Responsibilities of the Every Student Succeeds A

Drawing on almost three decades as an educator, Dr. Matthew Wendt has extensive experience in the United States as a superintendent. Before working internationally for two Chinese schools as a foreign principal and consultant, Dr. Matthew Wendt was a superintendent of schools in four states. In February 2015, Dr. Wendt presented on district-wide strategies for turnaround change at
the No Child Left Behind (NCLB) Conference.

Signed by President George W. Bush, the NCLB law represented an advancement in the understanding of the struggles as well as the progress of students. NCLB was replaced in December 2015 by the Every Student Succeeds Act (ESSA), signed by then-President Barack Obama, which had among its goals to reduce the NCLB prescriptive requirements.

ESSA supports the growth of local innovations developed by local educators and leaders as well as advances equity by protecting high-need and students who came from disadvantaged backgrounds. Also, ESSA requires that all students in the US should be taught to high educational standards so that they feel ready for college and careers.

The ESSA had full effect in the 2017 to 2018 school year and required each state to define their accountability goals to address graduation rates, proficiency on tests, and English language proficiency. In addition, states must identify the 5 percent lowest-performing schools, so that interventions can be implemented. The identification should be made every three years by also observing high schools with a graduation rate of 67 percent or less. Also, the identification of schools where groups of students are struggling is necessary.
