The app was designed to prepare and inform personnel before or during a deployment through the Emergency Management Assistance Compact (EMAC) – a nationally adopted mutual aid agreement that facilitates the sharing of personnel and equipment in times of disaster. It guides emergency personnel through the EMAC process while testing their knowledge in order to help them prepare for, respond to, and seek reimbursement for an EMAC deployment. 
 
By publishing the app through public app stores, geographically dispersed personnel can download the app to personal devices prior to or during deployment, giving users access to support while working in emergency situations.
