Great water in times of drought. Could the flood of the millennium happen again?

In 2022 we were more worried about the problem of drought than the specter of floods. But in a changing climate, the rate of torrential rains and hurricanes, resulting in flooding, are increasing.

It has been 25 years since the flood of the millennium - a disaster during which over 50 people died, water flooded 40 percent area of Wrocław, and the losses caused by it in were estimated at several billion zlotys. Can similar events be repeated in Poland?
Poland is obliged to draw up flood risk management plans (PZRP) and update them every 6 years in connection with the Flood Directive introduced in 2007 by the European Parliament. 

These plans are being prepared for the following river basin areas: the Oder, the Vistula, the Elbe, the Pregoła, the Danube and the Nemunas. Only the first two flow through Poland. The rest flow outside the country, but fragments of their catchment area - the area from which water flows into a given river - lie in Poland and have been identified as separate areas in flood risk activities.
